
First off.. a bedwetting diaper is generally not recommendend by a doctor for children over the age of 5-6 as they are not solving the problem at hand. However, this is a controversial subjects among parents and doctors when discussing treatments for bedwetting.
The fact is that all the diaper is doing is keeping the bed from getting wet. Yes, they make your life easier and they can build self esteem for the child, especially teenagers that can now have a diaper that looks like underwear, but you need to be addressing the problem itself.
To answer the question, who should be using them, my suggestion would be young children, under the age of 5 and then children that are older than perhaps 8 or 9. The reason for the gap is that I believe that when a child reaches certain age a parent should press the child to stop using diaper. The child be pushed to develop full bladder control. If the child simply keeps on wetting the bedding it's called primary enuresis and you need to visit a doctor. If the child develops full bladder control and then later on start wetting the bed again its called secondary enuresis and in those cases I see nothing wrong with using diapers to make it a bit easier to deal with.
